The world of Naruto and Boruto have many strong shinobi, but who are the strongest of them all? What makes them strong? 20. Ino Yamanaka - Ino Yamanaka isn't as weak as you may think. Ino has the power to use the Mind-Transmission Jutsu which allows her to take over anybody's body at will. The weakness is that she can't take over powerful shinobi but she can when they are not using their chakra. Also, she can only take over 1 body at a time and when that happens her normal body becomes dysfunctional leaving her open to any damage. Also, her behavior and attitude may play a role in how she fights as well.

19. Kakuzu - Kakuza is basically immortal and if Shikamaru hadn't come up with the plan to defeat him. Also, he would have been stronger than anyone else on the list. The only reason he is this far up the list is that it is hard to get blood from many shinobi's that are high tiered and if he didn't have any teammates he would have even more trouble trying to get the blood for his ritual.

18. Pain/Nagato - Pain/Nagato is overpowered in the sense that he would be able to kill anyone if he had the right mindset. They even killed Jiraiya at his full strength! If the series of events that happened to make Naruto see Hinata get hurt and get Kurama powers, Pain/Nagato would have never lost. Also, you have to consider that when Pain/Nagato fights it takes a huge toll on their bodies to sustain their powers.

17. Minato Namikaze - Minato is very fast and powerful. He is basically untouchable and very versatile in all his tactics. He has teleportation jutsu that can call for retreat or fast movements. He even has half of Kurama which powers him up even more.

16. Kakashi Hatake - Kakashi is a very powerful shinobi who has awakened the True Sharingan without being in the Uchiha clan. His intelligence and techniques make him very powerful. He has the power to open another realm with his Sharingan and also he taught Sasuke the Chidori, which is Sasuke's signature move. He can activate Susanoo too.

15. Shikamaru Nara - Shikamaru is a strong shinobi who has an intelligence level that may be higher than anybody else. Though lazy by nature, Shikamaru has a rare intellect that consistently allows him to prevail in combat. He has defeated even the mightiest of opponents consisting of even the immortal Kakuzu. which when you consider it, nobody else at that time could have defeated him, even Kakashi.

14. Toneri Ōtsutsuki - Toneri is a very powerful shinobi who has the Byakugan, and Tenseigan which are 2 very powerful sources of power. He has tremendous amounts of power that could even rival Kaguya but he is very impatient and his behavior makes him act like a little kid. If someone like Minato or Kakashi had that power they would easily be in the top 5 but just having power doesn’t make you strong, you should be able to properly implement it in battle.

13. Orochimaru - Orochimaru is a very powerful shinobi who even has the power to heal, poison, or even alter any shinobi in the whole world. Orochimaru is one of Konohagakure’s legendary Sannin. With a life-ambition to learn all of the world's secrets, Orochimaru seeks immortality so that he might live all of the lives necessary to accomplish his task. He worked with Mitsuki, and Kabuto and both of them are very strong.

12. Naruto Uzumaki - Naruto is a powerful shinobi and is the main character of the series. HIs two most used abilities Rasengan, and Shadow Clone Jutsu makes him a very powerful shinobi. He has Kurama inside of him and has chakra levels beyond imagination. He has enough power to cut the moon in half and he has a strong sense of leadership. He is very powerful but his attacks and moves are very repetitive making him vulnerable if someone can find a way to counterattack it.

11. Might Guy - Might Guy is a master of taijutsu, who has the power to awaken the inner gates inside his body. Might Guy has awoken the 8th inner gate once which is the extent of his power but when he does use it he basically becomes a god with power that will overwhelm any opponent.

10. Gaara - Gaara is the holder of Shikaku and controls the sand. Gaara can control sand at will and can control many amounts of it at a time. His sand can be used as heavy defense and offense making him protective and dangerous. He can even ride his sand making it a fast source of transportation. Not many people can escape the wrath of his sand.

9. Hashirama Senju - Hashirama Senju has great strength and skill with his ability to manipulate wood, enough to make even Madara consider him his rival. Hashirama Senju has many strengths that make him powerful with healing properties and chakra absorbing wood.

8. Kimimaro Kaguya - It may be a surprise that Kimimaro made it this high up the list even though Gaara has defeated him. When you look at the way he controls his bones you can see how overpowered he is. Kimimaro can make a very large supply of bones more than 1000 times his body can hold. He is able to defeat anybody at the time he was alive including everyone in Konoha if Gaara didn't come in his way. Even at the end while being buried hundreds of miles underground he made it back out and almost killed Gaara and Rock Lee. It was luck that had made them live. Also since he died so early it will be hard to determine his true potential.

7. Sasuke Uchiha - Sasuke is one of the strongest members in the world. Having been orphaned at a young age by his brother’s 'betrayal', he dedicated himself to becoming strong enough to kill him. He holds the Sharingan and Rinnegan and can awaken Susanoo. He has a variety of attack methods which if compared to Naruto, he is truly superior.

6. Madara Uchiha - Madara has techniques and skills that make him stronger than almost every shinobi. For Madara to be defeated it required every single shinobi, 6 paths power, and his own teammate's betrayal to defeat him. He can easily defeat almost everyone in a 1 v 1.

5. Itachi Uzumaki - Itachi has strength beyond anyone's consent. Itachi has perfected every Jutsu he has learned and has never lost a battle, except to Sasuke when he lost on purpose because he is his brother. A big chunk of Sasuke's strength comes from Itachi and Itachi was even able to shut down a supposedly immortal Kabuto.

4. Hagoromo Ōtsutsuki - Hagoromo is sage of six paths and is the only one who can shut down Kaguya. Hagoromo was a legendary god-like figure who founded Ninshū, which led to the creation of the ninja world. He was the son of Princess Kaguya Ōtsutsuki‎‎ and alongside his fraternal twin brother, Hamura was the first to be born with the same powerful chakra as their mother. He defeated 10 tails and sealed it within himself.

3. Kawaki - Much of Kawaki is unknown and but Kawaki has the strength to defeat every shinobi alive and he ended the shinobi age. Kawaki defeated and killed Naruto and Sasuke along with everyone in the whole world but Boruto.

He is the son of Naruto and he has learned much from Naruto. He uses the Rasengan and the Shadow Clone Jutsu to attack as well.

1. Kaguya Ōtsutsuki - Kaguya is the mother and the beginning of all chakra. She is the queen of the world and everything in it. Nobody is able to defeat her. Naruto and Sasuke were only able to seal her away with the strength of Hagoromo. Also, she has powers and secret techniques that nobody else can use.
